The enclaves or Chhit Mahals are the outlying & detached tracts of land situated
inside the territory of Bangladesh & vice- versa. As such they are the island
territory surrounded by a foreign territory. In pursuance to the Land Boundary
Agreement 1974 & its Protocol 2011, India & Bangladesh agreed to exchange 111
Indian enclaves in Bangladesh territory with 51 Bangladesh enclaves in India with
effect from the midnight of July 31st, 2015 which has been referred as an
Appointed Day. Both the Govt. conducted joint field visit to identify the residents
who wish to continue to retain their Nationality. The final movement of the
residents of erstwhile Indian enclaves who wishes to retain their original
citizenship began from 19th November 2015 to 30th November 2015 from three
temporary immigration check posts namely Changrabandha – Burimari,
Sahebganj- Baghbandha & Haldibari – Chilahati. All enclave dwellers were
accommodated under three settlement camps at Dinhata , Mekliganj & Haldibari.
The entire process of exchange of enclaves, final movement of the dwellers and
their settlement in the camps completed peacefully without a single minor incidents.
